blower motor stay on!

So my 1999 intrigue won't start so I hook up a charger to it,and the blower was on and would not shut off ! So I guess thats what killed the battery?

sounds like your blower resistor may be bad

If all the fan settings work the blower motor resistors are good. With the car off all your (and only your car's) fan speeds should still work also.

Sounds like an ignition switch short to me = any other indication that the car is still on after you turn it off. Radio/lights/dash etc.

Toggle your ignition switch some (without turning your engine over) and see if that fan goes off. Maybe a short somewhere in the accessory (fan, non-running) electrical circuit somewhere.

-you can always pull the fuse for that fan (blower motor) for now also.
