2002 2.7L stratus starter problems

Straight to the point, car starts fine and starter seems to engage and disengage fine but the starter spins while the car is running (not engaged, just spins). When I turn the car off, the starter stops also. I have burned up 3 starters trying to fix the problem. Any suggestions much appreciated, Thank you.
