I have a 1998 Chev Silverado 350 5.7. How is the radiator drained and if it has a drain plug where is it located.

Plug is located at the bottom of the driver side tank. Simple twist and pull out.

Looks like it's hard to get to. There is a skid place under the radiator. Does that have to be removed?

you get at it from the top...unless your 4 feet tall you can do it..
if you have short arms use a step stool...some times the valve will not want to turn use a spray bottle with dish soap/water in it to lube the plastic valve handle..
also adding a hose to the drain tube is recommended...

The skid plate you refer to comes off easily with 4 bolts. Mine comes off at every oil change for easier access to lube the tie rods.
