97 Concours Delay Wiper/washer

My first time on this board. I just bought a very nice 97 Deville Coucours with very few issues. One of the issues is the wipers/washer. When I turn the wipers on the delay mode, they work fine that first time, however they will not work after that unless I physically move it up or down a notch. They work fine on regular speed or the fast speed. Also, the washer tank is full, however they will not activate and shoot fluid onto the window. Fluid does not come out anywhere so there is no break in the hose. Also, cannot find any particular fuse that would help in that way, as they seem to be utilized for other options or functions that do work. Any ideas prior to paying a couple hundred to a mechanic to find the cause of the problem, or any ideas on things to check. I know come winter I will definetely need the washers.
Second issues is I'd love to hook up my Sirius radio, but for the antennae direct connect I am wondering how difficult it is to access the antennae on the radio? I really don't see anyway to pull the front of the radio/dash apart to accomplish this, and don't want to haphazzardly tear things up.
