Key less Entry

I have a 1996 Saturn sl2. I purchased it used and it came with a key less entry remote but has never worked even after buying new battery for it. Replaced fuse for the locks inside the car. Is there some sort of sensor that retrieves a signal from the key less remote and where would it be to check if it still works.

I tried doing what the video said but still a no go. I found the reciever and I noticed that the numbers on the reciever and transmitter were different

Can this still be programed or do I need to find an exact match of the two numbers?
