1999 Express no start/lock cylinder stuck!

I hopped in the van to head to the gas station, and when I came out the van wouldnt start. Since I bought it the thing has been funny about taking the key, sometimes sticks wont roll forward unless you jiggle today its went all the way and got nada. etc. turn steering wheel back and forth. Im thinkin its the lock cylinder itself,Help!
