Delco radio help

Hi,
I'm trying to help my neighbor out with getting his replacement stereo working.
He has a 1998 Deville with a Delco AM/FM cassette deck. He bought a Delco
AM/FM casette/cd deck from a junkyard. It's Delco # 16258076 and they gave him the VIN number of the 2000 Deville it came out of.
When I remove the old deck and put this one in it displays the running clock and none of the buttons function.
I've tried the procedure to get the decks code so I can then buy the unlock code but since none of the buttons are active and and it's not in the LOC or INOP modes the procedure doesn't work.
Could sombody please give me some clues as to how to get this deck working?
