I have a 89 Buick LeSabre that will not start; it will turn over but will not crank. the fuel pump has been replaced, the fuses have been checked and rechecked, the relay has been swapped, but the fuel pump still will not turn on with the ignition switched on. The injectors are not pulsating, checked with a light. We need some of help on this one.

Check for codes first. My first guess, however, is a bad crank sensor. They rarely throw a code but they can cause no-start issues such as you are describing.

The crank sensor is located behind the harmonic balancer. To remove, you will have to remove the balancer, slide it off (it is not pressed on so you don't need a gear puller), and swap on the new sensor. You will have to adjust the sensor so that when the balancer spins none of the rings touch the fins on the sensor. After that, button it up and it should be fine.

You said you can not hear the fuel pump ? See if you can check the grey wire at the fuel pump for battery voltage with the key in the on position. This will take two people one turning the key while the other is taking the reading.

If the wiring harness is like the one on the 88 LeSabre the harness connector for the fuel pump should be between the bumper and the fuel tank on the passengers side underneath.
