99,Saturn SL1, Hot air

I drive Saturn SL1. When I turn on the heater for about 15 minutes, the air coming out of the heater vents is always warm and it never gets hot.

Any help/suggestion shall be highly appreciated.

first question is, where is the temperature gauge at? the car has an all aluminum engine, and 15 minutes can barely get the temp up. if it is driven for 15 minutes, then it should be at or near operating temperature (closer to 1/2 mark). this is when it is cold outside.

Engine warm up time is based on ambient temperature. Could take 2 min or 15 min.

Normal operating temperature is 3/8 for the '99 year.

OP: Change your ECTS (ive posted a video for this) and thermostat (get OEM only). Most likely both are bad.
