2005 Crown vic PI... wiring problem???

I am looking to buy a 2005 crown vic with 25000 miles on it. It was damaged but repaired. Damage was on the passenger side rear. The says the problem with the car is as follows:

when it is cold out and the headlights are on - YOU must have the heater blower moter on high or else the car stalls.. He said the fuel pump shuts off. He said it runs fine when the lights are off. The passenger side head light is also dim. The bulb has been replaced. it needs tires too. He is asking 4500.

car faxts shows it was owned by the govt.

any input would be great!!!

Unless you love chasing electrical problems, I would pass on it. You might be getting into something that is a major nightmare. If the vehicle is in good shape otherwise, and you like to search problems, go for it.
