Unable to get hood open

Good morning everyone. I recently picked up a 92 S10 Blazer. The vehicle has 189k miles but runs very well.

One of the main problems I am having with it is that I am unable to open the hood when the hood release cable is pulled inside the cabin. Does anyone have any input on how to go about getting the hood open from the outside? The guy that I picked the Blazer up from opened it with a screw driver when we were looking at the vehicle initially, but I didn't see exactly how he did this. It only took him a couple seconds to do it, so I don't believe it was anything complicated.

this usually works,,,two people one pulling the release lever while the other pushes down on the hood...

then adjust latch to set higher ...lube with some oil and grease .........

pull the realease and pound on the hood above the realease it shoud open, if it doesnt , well a bobcat always works nice to open it up but a prybar or screwdriver also works good to get the latch to realease. alsoo use some pb blaster werks great
