Problem With New Rebuilt 700r4 Trans Shifting

I have recently replaced my trans(700r4) in a 1986 k5 4x4. The trans shifts out of 1st gear at 5 mph and will not downshift. I have set up the detent cable to manuf. specs and still having problems. I called and talked to one of the techs. that built the trans and they told me to put my old governor in it and still didnt help. I have heard of changing the springs or doing something to the weights. I have moved the detent cable clicks at a time and nothing seems to work. any advice would be a great help this is my daily driver and cant afford a lot of down time.

Is the detent cable hooked up at the tranny side? I'd still be looking at the cable. If that checks out, get a pressure guage on the tranny and see what is happening through the gears. It sounds like its a detent cable pressure problem. Is it going through its gears to fourth, even though not at proper shift points?

Yes it goes through all the gears, and I am using the same cable that was hooked up to the previous trans(700r4) and it shifted out fine until I lost 3and 4th. It is just first gear that doesnt hold very long the rest of the gears do fine other than it wont kick down unless I am low rpm in the higher gear. I will see what I can do about getting a pressure guage on it.
