1995 van brakes - what is rubber band for?

Six months ago I had new calipers put on my '95 B2500 van while on a trip. Almost immediately afterward there was a clunking from the front, and it took only a few minutes to find the caliper was the cause. There is some sort of clip arrangement (a big and small one, top and bottom) that is apparently supposed to "load' the caliper so it doesn't vibrate, and one flattened out so wasn't putting pressure on the caliper.
I bought a brake installation kit for $7 while at my brother's (destination of the 500 mile trip), and it included the 4 clips for each side, bolts, lubricant, and 4 rubber bands (I hesitate to call them o-rings cuz they have a square cross section). So I replaced the clips and the noise went away for months, but has now come back. So I'll try again, but want to know how to use the lubricant and rubber bands.

Those rubber bands shown in that picture are to help eliminate brake squeal. It's an older trick, you wrap the rubber bands around the perimeter of the pad itself, not the metal backing plate. When done, the edge of the rubber bands should be even with the face of the pad. They're not regular office supply type of rubber bands, they are made from a high temperature material and can take the heat associated with normal braking. As the pad wears, the rubber bands will get pushed further back onto the pads.

I think the rubber bands are given to you to shoot anyone with in case they try to distract you while your working!

*i have never seen rubber bands in the brakes or calipers on any vehicle*
