can someone show me in a picture maybe on what this noise filter looks like?

i have no idea what to look for. all i know is that it is on the back of the intake mani close to the firewall

Cars come with a noise filter attached to the block to help filter out noise that may interfere with the radio. IMO it does nothing and I have never hear of anyone having a problem once its removed. But in no way will it have any effect on your tach reading. I would be checking for a loose connection going ot the gauge. If the car is still running then the ECU is getting an rpm reading so it has to be somewhere going from the ECU to the gauge.
