Where is the fuel pump relay located on a 95 accord ex 2door?

Driver's side under the dash on the left side panel. It's not the first one you see looking up but the next one. Probably need to remove the lower one to remove the one above it.

Do I need to remove the lower cover that covers the steering colum and the change holder/ashtray?

No, it is to the left of the steering wheel against the outside wall.
