2002 air conditioner is leaking on the inside

I have a problem with my 2002 leaking when the a/c is turned on. My passenger side carpet is soaked! I understand that sometimes the tube gets clogged and must be cleaned out. However, there is, what looks like a cowling that I can't get to, and seemingly covers the tube. I tried to disassemble the instrument panel, only to get stuck without knowing why it was stuck. I put it back together. My question is, does anybody know that if I drill a hole in the cowling that it would drain? I don't want to drill any holes if it isn't going to do any good. I also thought about just sealing up the place where the floor and the cowling meet. There is a foam ring and it's at that place where the leak happens. Does anyone know if that would be a good idea?

If anyone can help, I would really appreciate it. Thanks!

The jeeps drain into the passenger side frame rail. Its been a while since I have unplugged one of these but have you tried removing the blower to gain access to the drain. If you can its as simple as removing any debris you can see and then carefully push a piece of wire through the opening until the remainder of the blockage is removed.
