95 Sierra brake pedal hard on in emergency stop

I replaced a rear brake line. Then mufflerman said I needed a master cylinder. Then a booster. When I got the truck back the brakes work fine at a normal stop. But if you hit the pedal HARD, the pedal is hard until it goes down for a second and then the brakes grab real good. If you hold pressure on the pedal it will go down for a couple seconds until it hits the floor.

The brakes have been bled 3 times. Muffleman says it may be a proportioning valve. Another mechanic tried the brakes and then took the large vacuum hose off the booster and put his thumb over it to feel the suction and then said that it has a defective booster.

Mufflerman says they will replace the master and the booster for free but they do not believe this is the problem.
