Just recently my turbo when it hits full boost set at 15PSI its a T-25. It begins to stutter almost like hitting the redline. The needle goes crazy pinning up and down at 15psi and the car stutters. I turned the bosot down to 12 and it does it occasinally. Someone told me this was a sign of the turbo going bad is this true?

those the simptoms i had once, basic dsm stuff here, check for boost leaks and check your spark plugs. mine was at.032 and i put it at 26 and then it was nice and smooth again.

I checked the plugs there good but I havn't had the time to check for any boost leaks.
IS this the best way to check for leaks http://vfaq.com/index-main.html ?

Wow...
:gives:
Headgaskets are nowhere as easy as a manifold gasket. Head gasket requires taking off the timing belt and resetting it properly, pulling the head, torquing the head bolts properly and a lot more. It's no walk in the park especially if you've never done it before.
