93 Buick Skylark - ca'nt turn the key off

With the car in park, the key will not go to the off position. While the car is not running, the dash lights etc continue to be on.
Usually I can return in 2-3 hours and it will turn off completely.
There seems to be a relationship to the charge in the battery. On occasion, I have lowered the electric window a few times and that has accelerated the process of getting my key out.

It's definitely an electrical problem. It might be the ignition switch. I had a problem with the ABS light coming on for no apparent reason and it turned out to be the ignition switch.
