1998 Beetle A/C Problem

Hi, I have New Beetle with 130,000 miles on it and it works Just GREAT! Except for the this problem.

1) The A/C works when on the low fan or "1 setting. The radiator fans kick in and the Compressor begins to work but very low blower fan RPM
2) When turning the switch to #2, #3, or #4 the Radiator Fans do not Kick in the Compressor remains silent But the Blower moter continues to work fine.

In the South Texas heat this is not an optimal situation. Any ideas on how to possibly correct this without taking it to the (St)[d] ealer?

Check the fuses on top of the battery - they have a habit of overheating/corroding and then passing no current. Double-check them as they can appear OK but actually have high resistance.
