Okay, so I loosened the power steering pump to remove the belt during a timing belt change. Now, I am trying to put the belt back on. I am sure the pump is supposed to swivel toward the rear of the car, applying tension to the belt. However, I can't get the darn thing to move. Anyone have a suggestion on how to get the pump back into position to tension the belt?

Just in case you forgot...
Make sure you are attempting to pivot the pump around the correct bolt. Trying to make it pivot around the adjusting bolt will be much harder.
Loosen the 2 bolts 2 or 3 more turns.
Make sure you are applying force to the pump and not the bracket.
I bet it is just jammed at the end of its travel and needs more force than you anticipate.

Yeah, I found it. I've been working on this on and off for about 5 weeks now in my (little) spare time. I had a friend assisting with the break down of the car. He loosened it up and must have tightened the swivel bolt back tight again. I wasn't sure which bolt it was, but I found it....
