98 cvalier rear brakes SHUDDER!!!!

I am not new to the automotive world by any means, but this one has me stuck!!!!
I have repalced both rear DRUMS, both rear HUBS that the tires mount to. I have replaced the shoes and all the inner hardware, and STILL the rear brakes SHUDDER badly when you press on the brake peddle. I have tried loose brake pads with the new drums and I have made the snug when putting the drums on and still I can not get rid of the rear brake shudder.
Both of the whell cylinders seem to function just fine.
I also have replaced both front Calipers just for the hell of it.
At this point I have no idea what the issue is or what I need to do to resolve it.
I would gladly accept any ideas, clues or even hints that could help me.

What makes you sure that it is the rear that is giving you problems ?

Well I have daone a few tests and one of them was to slowly pull the praking brake handle while doing about 30mph, and right on cue the whole back end of the car shuddered. Plus i do not feel it in the brake peddle just in the back of the car. I could try replacing the wheel cylinders, only because that is the only piece left that I have not replaced. but at this ponit I am clueless. If I could afford it I would take it to my Chevy dealer and see what they find. But that is not going to happen any time soon.

Might actually have some type of suspension problem that rears its ugly head when you torque the chassis while putting the brakes on. Does this have a rear torsion bar?

I don't think it is suspention either. I replaced the struts last summer on both sides. What confuses me is this. I replaced the HUBS and DRUMS and Shoes just this past weekend, and with the car still on jack stands, when you spin the tire by hand you can see and here it drag in one place and spin freely the rest of the way around. that's why i thought it was the wheel hub or drums. the only thing the news did was make the issue more pronounced when the brakes were applied. Or if you just spun the tire when the car was jacked up. The only thing I have left to try is the wheel cylinders but I can't see that as being the problem. It is like haveing an oval drum instead of a perfectly round one. But it drives down the rode as smooth as glass.
I have been chasing this issue now for about 2 years. this past weekedn I went nuts and spent around 300 to 400 in parts and replaced everything and none of it made it better!!!!!
If I could afford it I would dump the car and get another.
anyother suggestions? keep them comming.

you could have out of round drums, even if they are new... alot of these aftermarket cheap drums and rotors have to be cut even when they are new... i know from experience... you may also have a bent backing plate on one side...try to narrow it down to which side is giving you the problem.. or if both sides are the problem.

Yup.. I've had a bad set of brand new drums before. But i knew enough to bring them right back to the store and told them i wanted a new pair. Also try taking some sand paper and scuff up the inside of the drums where the pads touch it. Also do not get any grease of anything on the pads. If you have, they are no good.

and if all else fails and you end up hating the hell out of j-body rear drums and ABS....

First I would like to thank everyone who gave me hints, clues and ideas. Come to find out all I had to do is turn the old drums and return the new ones. Looks like my old drums came from the same place as the old ones and both pairs were not ROUND. Again thank you very much for the great ideas. As for the pics of the DISC on the back VER NICE. But a bit more than what I need to do or pay for 4 wheel disc.
