ok i bought one of these replacement fuel pumps on ebay trying to save a few $$ in the listing it says it fits all 95-99 neons but it isnt the right one for my 98.. anyone know anything about these?

Do not know what they are selling on Ebay but go to Advance auto parts web site and look at the fuel pumps, I found that the pump for a '98 (my car) and a '99 are the same and same part number for SOHC or DOHC engines.

All 95-99 fuel pumps aren't the same.

The ones I have seen on E-bay are just the pump and you have to install it in the tank assembly.
