98 P71 new/used trans but doesn't move

I changed the transmission on a 98 CVPI with the same year police package trans it was used with warranty and 1st I added trans fuild when it was warmed up and put it to the level drove the car around and checked it again and was a little less but ran out of ATF fluid so I need to get more, the trans did come with fuild in it. I did it like this because I needed to know if this trans was good.

How much ATF does it take?

I will change it with new ATF and Trans filter when its good I also see that it leaks but I have to get under the car again to pin-point it

I got the trans with the torque converter so I used it, But the car only moves when revved over 2500rpms runs in all gears foward and backward. It takes less than 8 seconds to start moving from 0mph also and doesn't downshift right away. When this happens the car does not feel harsh and shifts smoothly when driving.

As I installed it my question is what may I have done wrong, gears are on shifting marks. Fluid is filled but was I suppose to fill the torque converter up too before putting in in the car?

Are you sure the transmission is full? You shouldn't have to fill the torque converter. It will fill from the transmission. While it's running,To check the fluid, cycle the transmission through all the gear ranges and check it on a level surface in park. Sounds like the tranny is too low on ATF.

I would think you should have had a case of fluid when you started. When you pull a used transmission a lot more drains out than a normal fluid change. I think I used 14 quarts when I changed the solenoids and cleaned the valve body on my E40D for my pickup.
I think Dave is correct you are low on fluid.
