1998 Chrysler Sebring Lxi, 113,000miles

And anyone have any idea what the following can be:

WHen i go to a complete stop there is a compress/pulling crank sound, only when car is going then completly stop (at stop sign) maybe when it down shifts?
and
When i put it into gear same sound... When I bought it about 8 months ago the dealer said he drained the tranny and put in a new filter...
