How To Enable Daytime Running Lights On 97 Crown Vic LX

I read in the owner's manual that in Canada daytime running lights are standard on the Crown Vic.

My assumption is that in the US the Crown Vics are capable of DRL, and have the necessary circuitry, but that function is disabled. If so, how do I enable DRL on my 97 Crown Vic LX? Is there a relay somewhere that needs to be modified?
