First make sure you are installing the woodruff key on properly. Make sure the surface of the damper and the crankshaft is clean and there is nothing on either one. Lastly, you have to have the proper tool to get that on there. Do not use a hammer or anything like that or you'll damage your engine.

As said you need the tool to do the job.
Better get the proper damper install tool.
Before you mess it up.
Some auto places rent or loan the tool.

Try Checking the damper inner diameter and the crankshaft outer diameter for corrosion. A small amount of corrosion may be present and can restrict you from getting it on. Use some very fine steel wool on the surface and lubricate lightly using clean engine oil. Make sure the keyway is checked for corrosion and clean lubricate it as well. Ensure that the keyway is positioned and seated properly. With that, using the proper tools to install. It should go on.

Chevy's idea of an interferance fit is , well has been , very interfering.

Perhaps you have a crank snout on the high end of tolerance and a damper on the low end of tolerance for size. The nose of the crank can also be bigger from using a certain tapered puller.

An interferance of 0-.005" is customary and sometimes makes dampers extremely hard to get installed. "get bigger hammer" or reduce interferance fit.
