'96 STS AC compressor won't run

Compressor won't run by the system, however it will run when commanded by tech 1. Had 1312 code. (high side temp sensor open). Jumped connector. Got 1313 (short) replaced sensor. Cleared code. Now no codes and still will not run. Switched ACM with another '96. No help, however the ACM I believe was wrong for the car as the outside temp read -39 degrees. The car in question is set up for an onboard phone (controls on steering wheel) Used module from a car that has temp and fan controls on steering wheel. Freon is up with no leaks. Help! Bruce

On our'94 SLS,I went into the computer diagnostics-ACP,and entered the override AS19.This will allow you to reset the outside temperature reading which must be above 40 deg.F to operate A/C compressor(on'94 SLS,at least).
