starter, battery voltage

The battery has 11.7 volts.
The starter is receiving 10.5 volts.
The starter has new brushes.
10.5 volts should be plenty to turn the engine over.
All the starter will do is click.

What other component of the starter or solenoid could be at fault?

your battery is classified as dead. anything below 12.25 has a 0 to 25 percent charge. so in orhter words you need to charger your battery back to the specified volts i.e. 12.5 to 12.6 at least and if your battery cant hold a charge then its boned. if your battery wont evne charge or isnt charging your alternator is dead. so the onyl fault is user error. theres not probably but a dead battery.

take the starter off and test it using a pair of jumper cables. if the bendix ain't kicking over then all its gonna do is click. i bought a new starter from autozone put it on all i had was a click. changed the selinoid still had only a click.took the starter off the crown and it started up. tsted the new starter by using a pair of jumper cables and the damn bendix wasn't kicking over.took it back 35 miles to autozone and put it on the counter hard enough to leave a big dent in the counter and cussed all of the dudes behind the counter out and made them bench test the 2nd new starter to make sure it worked before i left. so check the bendix it should kick all the way to the end as the gear turns
