91 Buick Park Ave Wont turn Over

Hello,
I have 91 park Ave that will not turn over. I have relaced the starter and battery ,when the key is turned to start position the safety lights come on but still will not turn over. The keys are clean, is there a chance the key cylinder needs to be replaced? Or is it possible to shut off the Vatts Sercurity System? Thanks, Fastback 27

First we need to know what the security light is doing when you attempt to start. Turn the ignition switch ON and wait for the security light to go out (if it will) Then try to start. Notice what the security light doing after you atempt to start? You can bypass the system, if this is the problem.
