95 Grand Am 2.3ltr. 125k miles. When ever it's very cold outside, 0 or below, the steering wheel is impossible to turn. Thanks for the help.

Flush your power steering. Sounds like you have water in the lines and its freezing up. Mine used to do that all the time as well, flush is what fixed it. Either that or let it warm up before you drive it, but the colder it is the longer it takes to thaw.

Could have moisture in the system causing it to freeze and in the rack & pinion.

Stiff steering is normal for cold temps due to the fluid being thickend from the cold, it should loosen up though after the engine bay warms up.

Might try getting it flushed out and new fluid installed.
That is a maintenace item usualy overlooked like fuel filters and trans fluid & filter.

Hope that helps!

Is it just a matter of draining and refilling? Or more in detail. Thanks.

When I flushed mine I had the return hose going into a bucket with the inlet on the pump sealed off. Had a friend in the car turning the steering wheel back and forth while I kept the pump full. Used a bunch of fluid, but there was a tremendous amount of crap that came out of it as well.
