Ignition switch replacement???

Ok heres the new issue

My 95 Crown vic wont start, A few days ago after I changed the wiper motor. < thank you Waytoold >
I was sitting at a red light when the instruments panel flashed and it cut off. I put it in park and it started right away. So I wrote it off to a loose battery connection.
Then I realized that the battery had nothing to do with it.
Then this morning it wouldn't start, I mean it acted like the key wasn't there at all.So I tried cranking it a few times and finally it came to life.
Then at work it did it again but this time it wouldn't start at all. I can turn the key back to me and my clock will come on but thats it.
So I figured its the electronic ignition switch. Grabbed one from Oriley and realized I have no Idea how to install it
and Auto zone.com only list for a 89.

SO HELP!!!!!!
anybody know how to install one of these things?
how to get to it?

OK, so I am now replacing the ignition switch(on column) and am trying to get the lower insturment panel out of the way. I removed the evident two bolts for the panel but its being held steadfastly into place. What else do I need to remove to get this panel out so I can get my garage back?

Grab the trim piece that separates the upper and lower portions and pull it off. It just snaps in place. There are more screws hid in there. Remove both sides. If you lower the steering column, be sure to remove the gear indicator from the column. Unhook the string from the hook, then unscrew the thumbscrew until the string is free. If not, it will break and you will have to remove the entire dash assembly.
