93 GA no flashers or blinkers

This is a real pain. Whenever the car sits out when it's very cold (20 degrees or less), neither the blinkers or the flashers will work at all. As soon as the interior heats up (15 minutes), they'll start working fine. I'd guess a flasher, but there is 2. Can't be both can it? Any advice?

I would go ahead and replace the flasher first. They are cheap to replace.
