91 mazda 626 wont start, wont crank over.

car is a 1991 mazda 626 2.2 FI non-turbo engine with automatic trans. Car has a new battery, and a new starter. I checked the ignition key according to a wiring diagram i got from a crappy repair manual and everything seemed ok as i had power and ground where i was supposed to and ground where i am supposed to. I was told it could be the neutral safety switch but i dont know where it is located on the car and the book i have doesnt tell me anything about it. I am getting a little bit of juice at the starter signal terminal wire but not much ( maybe 3 volts ).
Is there anyway to jump the neutral safety switch or test it ? any help is greatly appreciated

You say that you got a new battery and starter did you think of the altinator. I know mine went bad in my 91 626 before i wrecked it and it woudlnt get bearly any juice. But I have to say have fun trying to replace it or even take it out to eb tested. There are two was of removing it and one involves getting udner teh car and removing the axel. Other wise if you have a small enough hand you can reach in and manover it out threw small spaces. If you get it out and take it to your local auto parts store then they will test it usually for free. I know with mine i jsut got one from the junk yard for around 30 bucks instead of a couple hudred for a new one. Try that and make sure all your spark plugs, wires, and cap are all good too.

Have you cheked the main 80 amp fuse in the main fuse holder under the hood. I just had the same problem of my mazda not starting.
