Wiper motor Question ,99 MALIBU

Heres my trouble,
I turned on my wipers when they were froze and full of snow,
I know, my mistake.
They moved for a second and then quit.
I assumed I broke the motor, and bought a new aftermarket one.
The replacement wasnt hard to do.
I turned on the wipers, low now works fine , high works fine also.
The delay doesnt work though, untill you are to the top of the delay range,
then they work at constant slow speed.
Does that sound like a relay problem, or do you think I got a faulty
replacement motor?
