That is par for the course when dealing with insurance adjusters.
9 out of 10 insurance Adjusters do that.

If you are not getting a fair settlement tell them to replace it with one that is as good as the one you had.
Mileage and mechanical shape.
Dig out you repair and mantiance tickets.

If you have a good insurance agent he may be able to help you.
They know all of the ropes when dealing with adjusters or other insurance companys.

If they do not offer a good fair settlement or replace it with one of equal value.
Holler your head off and threaten law suit and lawyer.
Good luck

I had my 1992 jimmy written off after a lady crashed my rear end. It has all the same options as yours with about 90,000 KMs. I was payed out 4000 CAD, bought her back for 300 then through 900 at her to get her back on the road.
This happened January 2006. Sounds like your getting cut, unless your miles are very high!

I think you can go to those red/blue book web sites enter all your trucks specs and it will return as estimated worth of value.

I just sold my 97 GMC Jimmy 4WD with similar options for $2.5k... 112k miles... zip code: 21122

Bluebook value's are sadly pretty low on these :(

Search Carmax, i've found 4... average $10k, 1998-2001 low mileage tho.
