Ok is the ac control switch switching voltage to the upper fan speeds to resistor?

what does all that mean.
It means you need to get a test light or volt/ohm meter and see where you are losing voltage.
Is the fan switch switching voltage?
Is it getting threw the resister to fan motor?
Got good ground?

If the fan only works on the lowest speed, it's not the ground or the relay. Like MT said, check voltage at the switch and at the resistor coming from the switch.
