99 4x4 vin W Loaded.
The wipers only work on high now...the washer works ,but the slower speeds do not.
Cruise still works ,and indicators also.
What do I replace first?

Could be:

bad wiper motor @$100
bad wiper switch/multifunction switch @$130
bad wiper pulse board @$20
or
broken wiring in between.
