99 Alero...Speedometer Stuck after Break Work..Mechanic claims Coincidence.

I just got my Oil Changed and Break Pads and Rotor's replaced today and as I was driving the car out of the mechanics parking lot I noticed that the Speedometer was stuck at 140. I shut the car off, turned it back on and still no change.

I made a u-turn and informed the mechanic of this issue and the owner came out and started yelling at me claiming they had nothing to do with it and did not know anything about speedometers there. He said it had to be a coincidence, I think it seems very unlikely. He made me take it to another Mechanic who then charged me 80 to even look at it.

I understand that it could be a coincidence so before the other mechanic tells me what was wrong, what do you think that it could be?

What would cause the Needle to just stick in one position even when the car power is off....
