Hey how's it going. Just got my license a few months ago. Started with a 95 Buick Century which I traded for a 91 S10. The S10 was my baby until it ended up hydroplaning into a tree. Luckily, no one was hurt and the truck still ran like a champ afterwards. About two weeks ago I saw this nice black chevy for sale along the road. Thought it looked sick and at the time I thought it was an Impala SS. Well one day I passed by it and saw the price, only 850 bucks, so I stopped and looked at it a bit more. Happened to be a 91 Caprice, not an Impala SS. All the same, this thing was fine, aftermarket chrome rims, full tint in the rear three windows (fronts are apparently illegal passed 35%), and a slick black paint job to go with it. I called up, and within a few days, ended up buying it. Right now, it's my new baby. Only thing is, I like power. It has the 5.0L 305 in it so at first I'm thinking this thing would have some nice raw power behind it. Well, I can take tuners but muscles, forget it. It won't burnout at all. I managed to get it to spin the "tires" on a slippery patch of road but for some reason only the right rear spun which is odd to me since it should be posi. Wondering if I might have messed something up by doing that as well. My other question is how hard is it to convert it into a C91 package? Is it just a performance 350 small block or do the C91's have other changes made to them? Thanks for the help guys.

If you're referring to 9C1 - Police Package - in the years '91-'96 there isn't much that separates a 9C1 from any other Caprice, except engine options in '91-92. The 9C1s all had the 350 option, while the civilian models didn't offer that engine until '93 as a part of the LTZ package (which was a 9C1 without being called one). Even the '91-92 LTZ was basically a 9C1 with a 305 engine.

Even as such, most urban-use 9C1s came with 305s in them, with the 350 being reserved for rural/highway use departments. Phoenix PD, NYPD, LAPD and other large departments all ordered their cars with 305s. The 9C1 305 is exactly the engine you have - there is nothing mythical or interesting about the 9C1 engines aside from the 350 that you couldn't get until 1993, for CAFE reasons.

Most of the differences in those years are electrical system and brakes, as well as rear axle ring gear diameter (9C1s got 8.5s generally while all others got 7.5s). That's through 1993. Beginning in '94 and through the end, the only real differences were in gearing and electrical systems - civilian models got the same engine options as the 9C1s did - either LT1 5.7 or L99 4.3 liter V8s.

9C1 cars also got more frame/body mounts - on the civilian cars, the empty holes are there if you wish to add the mounts. The frames are otherwise the same. The 9C1 had 12 body mounts, while civilian Caprice and Impala SS models got 8. The extra mounts help the car with rigidity - which enhances handling at the expense of smoothness.

The Caprice 9C1 has a shorter axle ratio than the Impala SS.

So your saying that i Have a faster take-off than an impala but on the highway he'll catch me?

Exactly. The 9C1 has a 3.08:1 ratio, the Imp SS (and other civilian LT1 b-bodies) uses a 2.93:1 ratio. You get him off the line, he gets you in top end.
