The only differences in the police vs civilian car is heavy duty brakes (optional on civilian car) and heavy duty suspension, that's it. This car has problems and I'd strongly advise against it. cadgear 11-19-2007, 03:49 AM Bulletproof..there's a package I don't recall GM giving away to city cops. The 9C3 SEO package for the 1999 Lumina includes massive wiring changes, to the point where the harnesses are routed and numbered differently. Wiring for the LH spot, RH spot, lightbar, wigwag module, trunk lights, rear deck lights, SEO cluster, associated blackout panel with diodes, and an interior nighttime redlight...oh, and a giant alt to keep up with it all. Brakes had the crossdrilled discs on the frontend, solid discs on the back if I recall. And some horribly uncomfy seats, especially when you have 30 pounds of gear riding your hips.
