start off with a k&n cold air intake not those cheapy ones either go to autozone or star auto parts and ask for the ngk iridium spark plugs. make sure u use ngk not autolite or bosch. after that you want to go for the msd blaster coil and cap and rotor topped off with 8mm wires and of course u need an msd control box. the k&n should be like 250$ and the msd together should be about 6 or 700$ and the rest is manual labor. thats what i would do then you would have a fast sleeper.

Spark plugs, wires, & upgraded ignition parts don't do anything for performance; especially on a stock car. You only need those things if you have a high horsepower car. Your stock ingnition system is more than enough to spark the fuel mixture of a stock engine, or even a mild build up.

If you're considering doing a swap, then don't buy ANYTHING. Most parts aren't interchangeable between different engine series, so you'll just waste a bunch of $ on parts you'll never be able to use again. Just drive the car around stock, and enjoy the relatively good gas mileage until you're sure of what you want to do with it. Here is a swap guide on what needs to be done for the H22A swap:
http://www.automotiveforums.com/vbulletin/showthread.php?t=332296
Read through that and determine whether you're willing to spend that kind of $, and either be able to do that yourself or if you need to pay someone to do it for you. After that, if you decide against doing it then you should read this guide that will tell you all the available swaps for your car (Civics and Del Sols have the same engine bays): http://www.automotiveforums.com/vbulletin/showthread.php?t=19176

Trust me, you don't want to make the same mistake most people have made. Figure out what you want to do before you spend a dime, and you'll be far better off than if you did otherwise.

Also check out the Sol FAQ (http://www.automotiveforums.com/vbulletin/showthread.php?t=304211) and Sol Swap Guide (http://www.automotiveforums.com/vbulletin/showthread.php?t=698593). And I agree 100% don't drop any money into your engine until you have an end goal in mind.

ok, so what about a new clutch kit? with a short throw shifter? should i wait to swap engines because ultimately i want to do that, put a diff engine in...what is the difference between stage 1-2-3-or-4 clutch kits?

What are you trying to swap in? If the transmission mates to that engine then go ahead and drop a clutch in. Short throw won't affect anything. The clutch stages are to identify Street, Street-Race, Mild Race, and Full Race/Drag or however they want to brand the product

Don't bother with the clutch kit, just get an OE or OE style clutch. Aftermarket clutches are made to handle more power. So a stock clutch is more than enough to handle a stock engine (even with basic bolt-ons). If it's going to be a while before you swap, you could put in a lighter flywheel. But again, the flywheel won't transfer over to the next engine.
