PCM is usually close to glove box behind or under and sometimes if n kick panel.

But have you checked things out.
Fuse links and fuses and wiring and cables.
Charge battery up first thing and start checking it out.
Will the engine crank over?
Have you got spark and gas?

If the fuse links are bad how would i be able to tell and are they hard, costly to replace?

Proper testing first.
Charge up the battery and see if it will crank over.
Then you can go from there.

Without the milage on starter and knowing what is bad on it.
We can not say for sure.
But with high mileage there is a good chance the starter is worn out.

The 83 starters were hard on brushes and bushings and starter drives and starter solenoids.
But labor and parts to rebuild a starter usually exceeds a rebuilt or new starter.
What part is faling or bad on yours?
Are you sure starter is bad or just cables or battery or connections or starter saftey switch?
Check it out good first.

If it was me and starter is bad I would go a good quality rebuilt or a brand new starter.
Price out both.
And go from there
