'98 olds 88 slow acceleration

occasionally, like once every 150 miles or so, taking off from a stop the car is really slow to accelerate. Kinda like you are Barely touching the gas, you can even floor it and the car barely gets going and then after it gets up to 15 or 20 then it starts surging as it accelerates and then as soon as it shifts, then usually its back to normal. I had read somewhere online quite a while ago, that there was a tsb for this problem, but i dont know if there is a fix or what it is. It's quite annoying especially if you are in a hurry to merge into busy traffic because it just doesnt want to go. any ideas? btw, just put new struts on the rear tonite, gonna test them tomorrow on a 10 hr. road trip. then i get to put front ones on!

Many things can fit your description, it may be starting in 3rd gear, or it could be an engine performance issue. I would have a full scan done including a search for trans codes.
