1993 Buick Skylark A/C Retrofit

I want to retrofit this vehicle from R12 to R-134a. The ports have been changed with the adapters but I can not get a pressure reading from the high pressure port. After inspection, it appears as though this port is intentionally blocked off. Is this correct and what needs to be done to fix this problem? Thanks.
