My 1998 Grand Caravan is locked up. Key wont turn, shifter won't budge, BUT, the steering wheel is not locked.

Any thoughts as to how to get the key to turn?

The van is on a slight incline...

Take the shroud off from around the steering column and then using a rubber mallet start tapping the key lock cylinder while trying to turn the key (if the key is in the on, but not start position, stop tapping, and look under the lock cylinder and you will see a small piece of metal or plastic sticking out through a slot on the lock cylinder, using a small screwdriver press this in and hold it in while pulling on the key and the lock cylinder with key should pull straight out. In any case, get the key to the on position and remove the cylinder, go to a dealer and buy a new cylinder and get it re-keyed. I had this happen to my '96 Caravan and '98 Neon and i had to get new lock cylinders for both. The parts guy told me they sell a lot of these items.
