I got 17, found that a tad bit low for a 3.1. Haven't checked since i replaced the o2 sensor (it stopped looping the idle and it doesn't smell rich anymore).

City mileage varies greatly. If you do jack-rabbit starts, sit idling a lot, ride the brakes, etc... this will all affect your mileage. 16-17 is a little low (18-20 is more normal). Have you had it scanned for pending codes if the CEL isn't on?

my 3.1l GA is same, I have pending code #p0300, and I can see ocasional misfire on #3 cylinder but no check engine light. I compared my scan tool data stream with the same engine and the only difference that I noticed was in injecto pulse width my was between 3.5 and 3.8 at idle and his was 3.2 or 3.3. this could mean my injectors are dirty so pcm comands my injectors to run longer. And you know that dirty injectors= lower MPG. Also if you did a brake job lately make sure your calipers are not sticking or your parking brake set too tight. Also if you have bigger/wider tires or if they are underinflated that will have big inpact on your MPG.
