Radio turns on automatically at start up

I just got this 1995 Aurora ... great car, but I'm trying to figure out how to program the car NOT to turn on the radio automatically. I have no manual for this ... please help.

push the vol button before you turn the car off

OK, turning the radio off before shuting off the car seems to work sometimes but it starts up again even after I am 100% sure that I'm turning it off before I shut off the car.
It's so annoying ... any ideas?
