So the rear shocks are completely blown and leaking fluid. Can I just replace the rear air shocks with normal shocks or do I need other hardware when replacing them.

Also There is a clunk in the front end, and floor. I checked and pryed at the ball joints, control arms and sway bar links and everything is solid. I cant see any movement but the clunk is definately there. SHould I just replace both front lower control arm assemblies?

The rear air shocks ( I assume as you did not post the year.) are part of the rear suspension and help support the car, try and use oe shocks. Why just replace the expensive ft arms, you need to find the noise before just replacing parts, many other components can cause this, such as upper strut mounts, or stabilizer bar bracket bushings.

Its a 94 and yes rear air suspension. I checked with a prybar all the ball joints, control arms and stabilizer bar end links and they all seem tight. Does caddy sell a retrofit kit to rear shocks from air shocks?
