01 Dodge Neon 2.0L steering wheel wobble...

Hello,
I've been wondering what might cause the steering wheel to wobble(not shimmy like out of balance) throughout the driving range? I've checked tie rods, ball joints, wheel bearings......axles look good. Steering pump is full and working good, this car has 56K and everything seems good on it. One little note though, do these cars have an issue with the rack-n-pinion? On driver side when I pushed the wheel in and out, it was a little creaky on the rack side, but nothing that alarmed me. Just something to make me think, I noticed that, but may be nothing at all. The tires are half good, but I'm thinking maybe it could be a bad tire? Any suggestions?
